Our client, a leading civil construction contractor who deliver complex civil infrastructure projects, is seeking a Tender & Pre Contracts Manager to join their expanding team in Orange, NSW.

Working directly with the COO and senior leadership team, this is a hands-on role where you will drive the end-to-end tender process and lead a team, taking ownership of high-value tender submissions, EOIs, and proposals across a variety of major infrastructure and civil projects.

Key responsibilities:

  • Lead and manage the full tender process from identification through to submission and review
  • Collaborate with estimating, commercial, and delivery teams to produce compelling and compliant submissions
  • Write and refine high-quality responses across all non-price criteria
  • Develop win strategies and key messaging tailored to client requirements
  • Mentor internal contributors and continuously improve tools, templates, and processes
  • Draft and review technical departures, qualifications, clarifications, and tender correspondence.
  • Manage the handover process from precontracts into execution /project delivery.

About you:

  • Willing to relocate to Orange, NSW or work remotely within NSW with alternative weeks in office
  • Solid experience managing tenders in civil construction, infrastructure, or engineering
  • Excellent written communication and persuasive writing skills
  • Strong project coordination and stakeholder engagement ability
  • Knowledge of government and private sector procurement processes
  • Proficiency in Microsoft Word and Excel (InDesign experience highly regarded)
  • Relevant qualifications in Construction, Business, Communications, or equivalent industry experience
